Zanjireh Omid's Hospital Project

Zanjireh Omid charity institute initiated the construction project of a 540 bed pediatric hospital in response to dire needs of Iran’s pediatrics for insufficient pediatric hospital bed, lack of pediatric subspecialists, and lack of educational spaces to meet these need.

 

To reach these goals, Zanjireh Omid had many meetings with the officials of Tehran University of Medical Sciences, Ministry of Health, and after 8 months of negotiations with TUMS team of lawyers, Zanjireh Omid signed a 99-year LBOT contract. According to this contract, a 26000 m2 land located in south of Tehran, is leased to Zanjireh Omid for 99 years.

In order to build the hospital in accordance with the current and future needs of the country and in compliance with International pediatric hospital standards, Zanjireh Omid decided to conduct feasibility studies. With regard to the significance of pediatrics and advice of then Iran’s health minister, Zanjireh Omid signed an agreement with APHPI team for conduction of feasibility studies. The contract included feasibility study, business plan, and medical plan. The team commenced a one-year research and field study including local and field investigations, visits to different pediatric hospitals in Tehran, meetings with key figures of Ministry of Health and Tehran University of Medical Sciences. Eventually, APHPI delivered a comprehensive feasibility study and a business plan together with a medical plan, which included all the information necessary for constructing, operating, equipping and running the hospital project.

According to the medical plan presented by APHP, This hospital model offers a wide range of general and subspecialty healthcare services. There is to be a fully equipped pediatric rehabilitation center serving rehabilitation needs of patients at larger scale based on current activities of Zanjireh Omid. There is to be a 100-bed department dedicated to the long-term rehabilitation care of children with multiple handicap.

One of the main features of the hospital is a research center with main focus on genetics. This center opens new horizons to recent treatment methods and medical advancements in different subfields such as gene therapy, fetus therapy etc. In addition to research activities in medicine, this center will engage in laboratory research.

Since there is no pediatric trauma center in Iran, Zanjireh Omid decided to add a sub-special pediatric trauma center to the hospital after numerous studies. Considering its geographical location, this center will meet the needs of injured patients in the region. Construction of an accommodation center adjacent to the hospital is another feature of this project. since the hospital is to be a referral center in Iran and in the region, so hoteling facilities would decrease accommodation problems for the families of the patients coming from other cities.

 

 According to the opinions of construction and MOH experts, this pediatric hospital model comprises the most detailed and comprehensive study package.

Considering the experience of APHP, and Zanjireh Omid’s need for a strong advisor in this field, a new advisory contract was signed  for technical assistance, project management and also training of the human resources of the future hospital in January 2018 in Tehran. According to this agreement, APHP International is obliged to provide technical assistance and project management services for 5 years throughout the construction of the hospital. Upon the completion of the hospital, the team will also supervise the equipping process of the hospital.

Tina Farayand Engineering Company undertook the engineering and investigation studies of the phase 0 and 1 of the project from the very beginning.  In the first stage, Tina Farayand carried out feasibility studies a long with conceptual business model and primary architectural plans and concept plans of the first phase. In the next stage, they began developing functional plans, architectural plans, mechanical and electrical plans. All of presented plans by Tina Farayand have been reviewed by APHP and Zanjireh Omid team in Iran and France.

As engineering practices of phase one was progressing, Mandro Company was selected among 7 companies to perform soil studies following a tender notice. This company started the project at the construction site in August 2018 and conducted well drilling to study soil in 3 months. The study results of Mandro Company were delivered to Zanjireh Omid in September 2018.

 

A tender session for excavation and soil nailing of Zanjireh Omid 540-bed pediatric hospital was held with the participation of ten companies selected from 36 bidders, following the tender announcement published in Hamshahri Newspaper couple of weeks ago

Following a tender announcement for excavation of the project published in Hamshahri Newspaper on November 5, 2018, 36 companies sent their resumes to Tina Farayand Company. After assessments and rankings made by Tina Farayand, 11 selected companies received tender documents. In January 2019, 9 companies sent their bids to Tina Farayand Company. The received bid envelopes were opened on January 21 and Keyson Company was officially announced as the winner of the tender. Excavation operation started in February 2019 by Keyson Company. The excavation has progressed 20% so far and it is anticipated that the excavation and shotcreting will be completed by mid-summer 2019. 

In addition to the engineering and technical undertakings, Zanjireh Omid acquired the land title deed, and other required permits from municipality such as reconstruction permit, construction permit in addition to public utilities permit for the construction site from the relevant authorities.
